It is commonly abbreviated as \u201cOA.\u201d<br \/>\nBroadly speaking, it refers to unrestricted access to all kinds of digital content, but when speaking of Open Access in the context of research outputs, it refers to a state in which academic papers and research data are freely available without having to pay subscription contracts or the like. Furthermore, the concept of Open Science, which refers to a state where scientific knowledge is freely available to everyone based on Open Access and digital technologies. It is a broader term including Open Access.<br \/>\nOpen Access and Open Science have become a recent global trend. UNESCO member states adopted the <em>UNESCO Recommendation on Open Science<\/em> in 2021, and G7 member states advocated for promoting Open Science in the <em>G7 Science and Technology Ministers&#8217; Communiqu\u00e9<\/em> in 2023.<br \/>\nWaseda University adopted the <em>Waseda University Open Access Policy<\/em> on December 6, 2024, indicating its position toward open access as a university. Two main ways are: \u201cGreen Open Access (Green OA)\u201d which involves depositing in public platforms called \u201crepositories\u201d and \u201cGold Open Access (Gold OA)\u201d which involves publishing on publishers&#8217; websites and similar platforms.<\/p>\n<section id=\"about_sec2_1\" class=\"section_border2 pb80 mb80 smb60 spb60\">\n<div class=\"about_img mb30\"><img decoding=\"async\" src=\"https:\/\/wasedaopenaccess.w.waseda.jp\/en\/wp-content\/themes\/w_opnaccs_en\/\/assets\/img\/logo_green.svg\" alt=\"GREEN OPEN ACCESS\" \/><\/div>\n<h3 class=\"title_style02 mb15 smb10\">Green Open Access (Green OA)<\/h3>\n<p class=\"basic_txt1 mb30 smb30\">Green open access (Green OA) refers to the author making research outputs such as academic papers freely available to the public in repositories. This method is also known as self-archiving. Repositories include \u201cinstitutional repositories\u201d managed by institutions to which researchers belong, \u201csubject repositories\u201d that are widely recognized in specific research areas, and \u201cgeneral-purpose repositories\u201d that are not limited to any particular research field.<br \/>\nWaseda University provides the \u201c<a class=\"basic_link\" href=\"https:\/\/waseda.repo.nii.ac.jp\/\" target=\"_blank\" rel=\"noopener\">Waseda University Repository<\/a>\u201d as an institutional repository, which can be used as a public platform for Green Open Access to researchers within the university. For detailed instructions on how to use Green Open Access, please see below.<\/p>\n<p><a class=\"btn arrow1\" href=\"https:\/\/wasedaopenaccess.w.waseda.jp\/en\/howto1\">Publishing Papers in Institutional Repositories (Green OA)<\/a><\/p>\n<\/section>\n<section id=\"about_sec2_2\" class=\"section_border2 pb80 mb80 smb60 spb60\">\n<div class=\"about_img mb30\"><img decoding=\"async\" src=\"https:\/\/wasedaopenaccess.w.waseda.jp\/en\/wp-content\/themes\/w_opnaccs_en\/\/assets\/img\/logo_gold.svg\" alt=\"GOLD OPEN ACCESS\" \/><\/div>\n<h3 class=\"title_style02 mb10 smb10\">Gold Open Access (Gold OA)<\/h3>\n<p class=\"basic_txt1 mb40 smb30\">Gold Open Access (Gold OA) refers to making research outputs such as academic papers freely available to the public on websites managed by publishers. In most cases, publishers charge an Article Processing Charge (APC) for each paper. Academic journals offering Gold Open Access are typically classified into two types:<\/p>\n<h4 class=\"title_style03 mb10 smb10\">Full OA Journals<\/h4>\n<p class=\"basic_txt1 mb40 smb30\">All papers are published as open access in this open access journal. An APC is charged for each paper, but subscription fees will not be charged.<\/p>\n<h4 class=\"title_style03 mb15 smb10\">Hybrid Journal<\/h4>\n<p class=\"basic_txt1 mb45 smb30\">In these journals, Open Access is available only for papers for which an APC has been charged. While subscription fees are required for the journal itself, some journals offer institutional agreements that combine subscription fees and APC, which are called \u201ctransformative agreements.\u201d A popular form of transformative agreements is the Read &amp; Publish agreement. In such cases, authors can make their research outputs available as Open Access without additional costs. The rise in journal prices forced institutions worldwide to reduce the number of journal subscriptions, leading to a vicious cycle of further price increases. This phenomenon is known as the <em>Serials Crisis<\/em>. In response, research institutions and funding agencies across countries began collaborating to address this issue, including negotiating journal prices.<sup id=\"ref1\" class=\"sup_link\"><a href=\"#note1\">[1]<\/a><\/sup>This effort spurred discussions about restructuring academic information distribution using electronic media. In 2002, the <em>Budapest Open Access Initiative<\/em> introduced the world\u2019s first definition of Open Access. The following year, the <em>Bethesda Statement on Open Access Publishing<\/em> was released in the United States, alongside the <em>Berlin Declaration on Open Access to Knowledge in the Sciences and Humanities<\/em> in Europe. These developments significantly accelerated the OA movement, particularly in Europe and the United States.<\/p>\n<h3 class=\"title_style02 mb15 smb10\">The Development of Green OA and Gold OA<\/h3>\n<p class=\"basic_txt1 mb60 smb40\"><em>Budapest Open Access Initiative<\/em> proposed two specific methods for achieving Open Access. Researchers either self-archive their research outputs in open areas on the internet (Green OA), or choose to publish in Open Access journals (Gold OA).<br \/>\nThereafter, research institutions across the world established institutional repositories as a foundation for Green OA. In addition to institutional repositories, subject-specific repositories and preprint servers for different disciplinary fields were also made public. In Japan, the establishment of institutional repositories at universities was facilitated by a project initiated by the National Institute of Informatics in FY 2005. Waseda University also launched its institutional repository, <a class=\"basic_link\" href=\"https:\/\/waseda.repo.nii.ac.jp\/\" target=\"_blank\" rel=\"noopener\">Waseda University Repository<\/a>, in 2005.<br \/>\nRegarding Gold OA, the trend of launching new OA journals and converting subscription-based journals to OA still continues.<sup id=\"ref2\" class=\"sup_link\"><a href=\"#note2\">[2]<\/a><\/sup>Meanwhile, existing subscription-based journals have begun offering authors OA options for individual articles. These are called hybrid journals and are distinct from full OA journals. Whether in full OA or hybrid journals, the key characteristic of Gold OA is that an Article Processing Charge (APC) is required for each article to be published open access.<\/p>\n<h3 class=\"title_style02 mb15 smb10\">Transformative Agreements and OA2020<\/h3>\n<p class=\"basic_txt1 mb60 smb40\">Hybrid journals charge subscription fees while also collecting Article Processing Charges (APCs). As APC payments increased, publishers&#8217; double-dipping practices became controversial. Additionally, the transition to full Open Access journals remains a challenge.<br \/>\nIn response to these issues, publishers began proposing ways to integrate subscription fees and APCs, encouraging institutions to adopt agreements aimed at transitioning to OA journals in the future. This is called a &#8220;transformative agreement,&#8221; and the typical agreement is the Read &amp; Publish agreement. Meanwhile, efforts are underway to convert journals to full OA by having governments or research organizations cover APCs for certain journals.<sup id=\"ref3\" class=\"sup_link\"><a href=\"#note3\">[3]<\/a><\/sup><br \/>\nIn 2016, the international initiative \u201c<a class=\"basic_link\" href=\"https:\/\/oa2020.org\/\" target=\"_blank\" rel=\"noopener\">OA2020<\/a>\u201d was established to transition subscription journals to OA. In Japan, <a href=\"https:\/\/contents.nii.ac.jp\/en\/justice\" target=\"_blank\" rel=\"noopener\">the Japan Alliance of University Library Consortia for E-Resources (JUSTICE)<\/a> signed an Expression of Interest (EoI) and developed an OA2020 roadmap.<\/p>\n<h3 class=\"title_style02 mb15 smb10\">Open Access Mandates by Research Funding Organizations<\/h3>\n<p class=\"basic_txt1 mb60 smb40\">In Europe, cOAlition S was established in 2018 by 11 research funding organizations, launching &#8220;<a class=\"basic_link\" href=\"https:\/\/www.coalition-s.org\/\" target=\"_blank\" rel=\"noopener\">Plan S<\/a>&#8221; which mandates full and immediate Open Access to research outputs funded by participating institutions. In the United States, the National Institutes of Health (NIH) has required public access to funded research since 2008. In 2022, the Office of Science and Technology Policy (OSTP) announced a policy (<a class=\"basic_link\" href=\"https:\/\/bidenwhitehouse.archives.gov\/wp-content\/uploads\/2022\/08\/08-2022-OSTP-Public-Access-Memo.pdf\" target=\"_blank\" rel=\"noopener\">Nelson Memo<\/a>) mandating immediate Open Access to research outputs and supporting data from federally funded research, requiring research institutions to comply with the policy by the end of 2025. In Japan, <a class=\"basic_link\" href=\"https:\/\/www8.cao.go.jp\/cstp\/tougosenryaku\/2023.html\" target=\"_blank\" rel=\"noopener\">the Integrated Innovation Strategy 2023<\/a>, approved by the Cabinet in 2023, explicitly states &#8220;to promote immediate open access to publicly funded scholarly publications and scientific data underlying the publications for new applications starting FY2025 of the competitive research funds.&#8221; Subsequently, in 2024, <a href=\"#about_sec4\">the &#8220;Basic Policy for Achieving Immediate Open Access of Scholarly Articles and Other Research Outputs&#8221; was announced.<\/a><\/p>\n<h3 class=\"title_style02 mb15 smb10\">Open Science and the International Statement<\/h3>\n<p class=\"basic_txt1 mb60 smb40\">Just as Open Access was being promoted, efforts to advance data openness also progressed, primarily in Europe and the United States. At the G8 Summit held in 2013, the <em><a class=\"basic_link\" href=\"https:\/\/www.gov.uk\/government\/publications\/open-data-charter\/g8-open-data-charter-and-technical-annex\" target=\"_blank\" rel=\"noopener\">G8 Open Data Charter<\/a><\/em>\u00a0was adopted, committing to making government data publicly available. Additionally, at <a class=\"basic_link\" href=\"https:\/\/www.gov.uk\/government\/news\/g8-science-ministers-statement\" target=\"_blank\" rel=\"noopener\">the G8 Science Ministers\u2019 Meeting, a statement<\/a> was adopted to ensure the openness of research data.<sup id=\"ref4\" class=\"sup_link\"><a href=\"#note4\">[4]<\/a><\/sup><br \/>\nAlong with this trend, Open Access has come to be considered part of \u201cOpen Science,\u201d which includes the sharing and distribution of research data. UNESCO member states adopted the <em><a class=\"basic_link\" href=\"https:\/\/www.unesco.org\/en\/open-science\/about\" target=\"_blank\" rel=\"noopener\">UNESCO Recommendation on Open Science<\/a><\/em>\u00a0at the General Conference in 2021. Among G7 member countries, the joint statement following the G7 Science and Technology Ministers&#8217; Meeting held in Sendai in May 2023 emphasized \u201c<a class=\"basic_link\" href=\"https:\/\/www8.cao.go.jp\/cstp\/kokusaiteki\/g7_2023\/2023.html\" target=\"_blank\" rel=\"noopener\">Respect for freedom and inclusiveness in scientific research and promotion of open science.<\/a>\u201d<\/p>\n<div class=\"section_border3 rounded-10 rounded-sp-10 pa20 spa15 fs14\">\n<ol class=\"note_list\">\n<li id=\"note1\"><a href=\"#ref1\">^<\/a>In 1998, the Association of Research Libraries (ARL) led the establishment of <a href=\"https:\/\/sparcopen.org\/\" target=\"_blank\" rel=\"noopener\">the Scholarly Publishing and Academic Resources Coalition (SPARC)<\/a>. This initiative spread worldwide, and in Japan, <a href=\"https:\/\/www.nii.ac.jp\/sparc\/en\/\" target=\"_blank\" rel=\"noopener\">SPARC Japan<\/a> was established in 2003.<\/li>\n<li id=\"note2\"><a href=\"#ref2\">^<\/a>OA journals can be searched through <a href=\"https:\/\/doaj.org\/\" target=\"_blank\" rel=\"noopener\">the Directory of Open Access Journals (DOAJ)<\/a> , however, <a href=\"#about_sec7\">authors should be cautious of predatory journals, which are exploitative OA journals.<\/a><\/li>\n<li id=\"note3\"><a href=\"#ref3\">^<\/a>A notable example is <a href=\"https:\/\/scoap3.org\/\" target=\"_blank\" rel=\"noopener\">the SCOAP3 project<\/a> in the field of high-energy physics, implemented by CERN. This project has successfully converted 10 journals to Open Access since 2014 by collecting contributions from various countries, and is an ongoing scheme.<\/li>\n<li id=\"note4\"><a href=\"#ref4\">^<\/a>In Japan, the Basic Act on the Advancement of Public and Private Sector Data Utilization, regarding government-related data, was enacted in 2016.
